When it comes to housing wards and plot availability for FCs or Players, I believe wards 1-9 are for FCs only and the rest of the wards are for players only. So if you are looking to bid on a house for an FC, it will have to be in the first 9 wards.The system is far from ideal and it should definitely be changed. But the lottery is far better than the old system we used to have. It shouldn’t be the permanent solution. But as a stopgap until a better solution can be implemented, it’s not bad. Honestly they should just implement instanced housing.They'll announce when they are avaliable. As the others said it might be awhile due to a bug that they’re trying to fix.
